The document provides guidance for developers etc submitting planning applications. As such cycling infrastructure will only be relevant to large scale developments, which are perhaps better dealt with by the Strategic Development Framework SPD, and the only specific reference is to provision of cycle parking. But we think the document could do more to mandate developer contributions to improve cycling connectivity.
